Although Omni would you be more specific in what and how you wish for us to help. If anything I would question that the state seems aware of the hazardous conditions of route 22 and you may have a potential negligence lawsuit (it is somewhat weak but none the less has potential). You may want to have her speak with an attorney.
Best of wishes to Shawty and her quick recovery. Also hospitals have insurance to cover uninsured patients, you need to have her look into any help she can get through the hospital on this matter or charitable organizations. As long as her income isnt too high she may very well qualify.

I honestly wouldn't know anything about this situation. I've never had to deal with this kind of thing with any one of my family or extended family or nothing growing up so I haven't heard anything of coping or dealing with it... Still wishing the best man
