Should this come as a surprise? Unlike X360's VMX unit, it's got the same register count, and there's no major mention of unique instructions -- if there are a few extras, the extra decode logic might not be large enough to notice on a die photo unless it were to add on new execution units like horizontal ops. You also see the 2-way register duplicates for SMT. It was only really mentioned that the SPEs had a unique instruction set. The PPE was mentioned as being largely PPC compatible.
