It starts Thursday this is just pre-TGS events like E3.
Also it seems Sony will have around 60 playable titles for Vita, PS3, and PSP at the show including unannounced.

Monster Hunter 4 was announce for the 3DS but nothing about it being exclusive, I think it was a 3DS conference, here is the live-blog and summary. Their stocks drop 5% afterwards though.

They announced (later) that the second analog stick add-on for the 3DS will cost 1500 Yen ($20 USD,) take a AA battery, and is compatible with 3 or 4 different important titles, the 3DS will be getting a firmware update so it can record 3D video, they have some horribly sexist ideas on how to sell the 3DS to females, Kid Icarus was delayed to 2012 and there's a new fire emblem game. Also MH4 was shown off and as Solid wisely states, it's not announced as an exclusive.
On-topic, though, I hope the Sony conference is loads better than Nintendo's. I was waiting for them to give me enough reason to buy a 3DS because I lost my DSi months ago after buying Pokemon White and still they are busting my balls. The very least they could do is lower the price of the DSi so I can buy it for cheaper than only $20 less then the 3DS. Freaking Nintendo not knowing how to properly price hardware to drive next-gen adoption...rawr...[/rant]
But yea, I can't wait to see all the new Vita titles!

With Kojima production I don't expect anything outside of the HD collection, I'm expecting a Vita announcement pertaining to them. Kojima main project is 3+ years off and Rising isn't going to be at TGS. They also have MGS3DS so that rules out a 3DS project for me.

And seeing the Monster Hunter 4 trailer left me disappointing as well, for some reason, I thought 3DS was more powerful than that. Portables tend to look a lot worse in videos because of the small screen but man, that was like an Xbox game! I still think they could've stretched the graphics chip a bit more...
The worst part with the analog nub (besides the fact that it's a nub) is the placement is completely out of touch with a gamepad. The buttons look like a stretch to reach so I'm truly wondering how practical and functional it will really be. Vita's price-point is still a bit steep even with the better tech, but man, I don't think I'm gonna touch a 3DS unless it's redesigned.

Im also completely put off the 3DS. You just know next year this time they will be announcing a hardware revision and all the ppl that purchased that ugly add on will feel like a bunch of tits. Whatever interest i had for 3DS is dead now.
