Easy. It allows you to kill him without him seeing you.
It's also for those who aren't good at "Soldier" action but good at far away combat.
Personally I like snipers they are very worthy foes however once you see em it's only a matter of time till he dies unless he's a perfect shot haha.

Yeah that sounds like me, see I play UT when I am at my friends house and I don't get to play it enough to become great at Soldier combat and I find snipering a lot easier. But if I get in a room with quite a few begginners I will play on the ground but usually the awesome players kill me a lot.
