I think i wrote this before, but just started Star wars galaxies...and having a hell of a time learning the skilss and trading...never mind the rest...otherwise, Hearts of Iron 2 was steep as well.....

Victoria: An Empire Under the Sun
Very detailed empire management game with what is perhaps one of the deepest economy simulators in all gaming.

Original Rainbow 6 was not ultra tough but did kick your ass for poor planing.
maybe also Alpha Centuri although i only played a little.
Also some of the flight sims over the years, Apachie / Havok was quite demanding, A-10 Cuba, European Air War; in that game you could fly for hours and never see the enemy :-/

I thought mass effect was a tough game to learn at the start. Took a lot of hours before I understood everything. But once I did it was an amazing game. But if I went back to the game now I am pretty sure I would have to relearn it again ahah.

ffxii was pretty complex. with levels, gambits, licenses along with all different types of armour and weapons, magicks and techniques.

Mass Effect was complicated? I felt the interface itself was just cumbersome and confusing. There wasn't really that much substance with it though.
There were weapons, armour and attachments to both and it was just really difficult to control and see all the inventory. Randomly getting intimidating quantities of useless lower level weapons from item caches didn't help either. The only thing that was understandable with a glimpse was the abilities lists.
Continuing from boney, FF XII was more complicated than your average game with all the statistics you get from any Final Fantasy, but it surely didn't feel like so (again like most FFs) since the UI was so clean and manageable. I'm sure there are way more complex games though.
It's hard to tell what's a complex game for me. I don't play many games that might obviously lend themselves to being complicated because that's what makes them (like that Victoria: Empire Under the Sun or other very wide-based strategy games) and I don't find the games I play to be complicated either.
But often I find a lot of other not-so-complicated games are viewed as complicated only because they aren't very manageable.

Lol FF VIII? That's not complicated. It's just wickedly customizable. There's literally only two menus to traverse: magic junctioning and GF abilities.

The difficulty for me was just insane. You had to perfectly equip yourself for the battle or you'd lose. It was really annoying, but that was the only FF that I found very hard (and never was able to beat). I was thinking and another game I could never beat without emulator quick saving was Sonic the Hedgehog 2. I am really bad at 2D sidescrollers to begin with because I'm impatient, but ever since I was 2 I could never beat that game. To redeem my wimpiness I just beat Gears of War on Insane like 5 mins ago so THERE!!

I beat Sonic 2 and 3&Knuckles like every year, at least once.
They are possibly my favourite sidescrollers ever.
Anyways, I don't think I have ever found any game too complicated but out of everything I have played, I have to say the Guilty Gear XX:AC or VF5 take the cake when it comes to complex systems put in place. There is so much shit to learn in both of those games that it takes a special sorta person to play them at the highest possible level.
Marvel vs. Capcom 2 is a close in second, I'd say.

^^Maybe I just know FF VIII to well lol, but I'm sure perfection isn't required to pass through the game.
You just had to draw a lot of magic and junction it to strengthen your stats.
FF games are calculable to if you'll win a battle or not. It's all based on numbers and very lightly on how fast you input.
If you need a bit of help you can always go to gamefaqs and look for a leveling/strength guide. They can show you great ways to approach the games. I'm sure if you try again and look for an exploit you'll find the game really easy and have a lot more fun. ;)

Holy War Trial that shiznit... lol. Ya Omega is a beast... Ultima Weapon was fun because you had to act relatively fast but you could still kick his butt really hard if you had the cojones (read: abils and limits and party and such).

Hello,i am new on forum.I saw this thead and cames this name on my memory.I enjoyed it a lot,but i only was able to complete in in easy mode,and the last boss were very difficult in easy mode :(

Silent hunter 3/4 on 100% realisim... you literally have to do complex algebrac calculations with guesswork data and hope everything works as designed. not to mention drive a 1800ton boat in three plains of travel manage a crew and not make noise.

Complex in how they are made or how they are to the player? Maybe in how they are made but then even then maybe not so....
I dunno, I'd think it's more really just a bunch of sliders and statistics on common variables for all the players.
Of course there's all the situational animations and but that's not that spectacular anymore is it? It's more just many animations for not so many situations I'd think.
But in another way since the games are so focused on imitating such a particular event there's probably more to it.
For the player their are plays. But those aren't complicated, they just suck at working. In sports games for the player I'm finding it more cumbersome than complicated to actually do what you want to do. For example the Season Mode in 2K9 and menus out of games aren't very intuitive. They don't not work, they just don't organize information well.
NFL and NBA games are complicated for me because I have no idea what the rules are.

Supreme Commander was pretty "complicated". But there are tons...it's whether they are good enough or not...
My favorite thing was playing Rogue Spear on PC and after beating the game endless times playing and planning...I tried planning alone and letting the computer play, only providing "Go codes" when necessary. That. Is. Complicated.

Wow, amazing. But beyond the difficulty, I'm impressed by the artistic quality of those games. I wonder if they could ever translate that somehow to other genres in console games.
